Entrants agree that: 1) SMSA assumes no liability for the theft and/or damage to scarecrows; 2) SMSA or third parties (e.g., media) have the right to use images of the scarecrows and/or other information provided by the entrants; and 3) scarecrows are to be non-political, and in good taste within the context of a public family-oriented event (please avoid depictions of blood, gore, death etc.). SMSA has the right to remove or exclude entries which in its sole discretion violate the letter and spirit of this condition.

MAXIMUM SIZE: Scarecrow total display footprint cannot exceed dimensions of 12 feet wide by 5 feet deep by 7 feet tall
SIGNS: Each Scarecrow entry must display a sign no larger than 24" x 24" listing the name/title of the entry and the sponsoring organization or individual(s).

CONSTRUCTION & INSTALLATION: Entry fee includes a metal post (or 2 if needed), ballot box, and lighting (on bike path only). Scarecrows may be constructed of any material, noting: "Scarecrow: Noun. A scarecrow is a decoy or mannequin, often in the shape of a human. Humanoid scarecrows are usually dressed in old clothes and placed in open fields to discourage birds such as crows or sparrows from disturbing and feeding on recently cast seed and growing crops. They are used across the world and are a notable symbol of farms and the countryside in popular culture."
Scarecrows on Main Street must adhere to Stevensville Town Code, Sec. 22-259: https://www.townofstevensville.com/.
Sec. 22-259. - Downtown business district encroachments.
a) Downtown business owners shall be allowed to encroach upon the sidewalk area directly adjacent to their respective business, provided that the encraochment shall not extend beyond five feet horizontal from the building line of the business. A minimum of feet of clear distance for pedestrians shall be maintained at all times between a business's encroachment and other sidewalk obstructions such as traffic control signs, signals, street lights, trees, garbage cans and bike racks. (b) All portable signs, displays, kiosks and vending carts shall be placed within the five-foot encroachment area adjacent to the building line as described in subsection (a) of this section. (c) No encroachment other than approved bike racks, trash receptacles and benches shall be allowed to exist upon the bulb outs, except when specifically authorized by the town council as part of an approved special event permit. All bulb out encroachments shall leave a minimum of six feet of sidewalk aisle clear to the crosswalks, shall be set back from the curb a minimum of two feet and shall not interfere with the vehicular sight triangle, as defined by state and local traffic regulations.

TIMELINE: Each entry will be assigned a number and location for you installation on Wednesday, October 3. Scarecrows are to be installed Thursday, Oct. 4, between Noon and 7:00 pm (as needed) and/or Friday, Oct. 5, 9:00 am to 4:00 pm.
Voting will take place 4-9pm on Friday, Oct.5, 9am-4pm On Saturday, Oct. 6, and 10am-2pm on Sunday, Oct. 7.
Entrants must provide their own installation and hardware (except metal posts). Due to the presence of underground wiring and/or water systems, no additional stakes are allowed along the bike path. Stakes are the property of SMSA and are not to be removed.
Scarecrows on the Cut-Off Road will remain displayed until at least 1:00 pm Sunday, Oct. 14 (all removal must be completed by 7:00 pm Sunday, Oct. 14). Scarecrows on Main Street may be displayed until the end of the month if desired.
